MEPC.219(63) came into force on 2 March 2012 to generally prohibit the discharge of any garbage into the ocean, with the exception of food wastes, cargo residues, wash-water, and animal carcasses. The Protocol of 1978 was adopted in response to a spate of tanker accidents in 1976-1977.
